I don't think that "sent out" means "was made available for a small period of time if people knew when and where to look and was then available from Tesco customer service desk under the lottery tickets behind a pillar"

I suppose Luxford car park is slightly bigger but he doesn't mention how many spaces and whether spaces will be reserved for residents of the new residential block. Extra spaces at Tesco will presumably be free for 3 hours to customers of Tesco only with no guarantee that luxford will remain free.
"Many people filling in the questionnaires did not want new homes built in the town centre. But affordable homes for the elderly and first-time buyers were needed."
This seems to mean "People objected to homes being built in the town centre but tough luck you need them so your opinion doesn't count."
Actually he doesn't say what people thought of the idea of having a Tesco store the size of the new Wembley Stadium in the town centre. Oh No! Thats because they didn't ask people that question..
